HOW ARE MOTOR VEHICLES VALUED FOR LOCAL TAX PURPOSES?

The assessed value is the "Clean Retail" value published in the October issue of the National Automobile Dealers Association (NADA) price guide.  The Connecticut Office of Policy and Management has accepted the use of this guide for all Connecticut municipalities.

The mill rate is applied to the assessed value.  The state has capped the motor vehicle rate at 32.46 mills.

The list of motor vehicles with owners is provided by the Department of Motor Vehicles. 

Note:  the Connecticut State legislature passed a law delaying the implementation of Public Act 22-118 for one year.  This legislation will change the valuation methodology for motor vehicles from clean retail to MSRP with a 20-year depreciation schedule.  The new valuation methodology will go into effect for the October 1, 2024 Grand List, which is due and payable July 1, 2025 (barring any future changes by the state legislature).

HOW CAN I APPEAL A MOTOR VEHICLE ASSESSMENT?

The Board of Assessment Appeals will be meeting on Monday, September 11, 2023 from 6:00 p.m. to 8:00 p.m. in Room 210 at Cheshire Town Hall to hear motor vehicle appeals.  Residents who wish to appeal must attend this meeting, and will be heard on a first come-first serve basis.
